Thanks for the comments, folks. I was riding home with Jack Spula last night, and he suggested that maybe the guy was some sort of “shock trainer” for John Forester’s Effective Cycling program. I said he might be a League of American Bicyclists trainer whose job is to see whether a cyclist can change a tire while being accosted by a crazy old man and his dog. You get a special certificate if you can do it.
