  Even then, the figure doesn’t reflect differences in the number of cyclists in each state. For instance, Oregon has more fatalities per million population than New York. I’d be surprised if that wasn’t partly the result of the large number of cyclists in places like Portland.

  In other words, taken by itself this figure doesn’t tell you much. It would probably be useful for year-to-year comparisons. Nationwide, bicyclist fatalities went down from 772 in 2006 to 698 in 2007. Sounds like good news to me (if it’s not a fluke).
