Yes, it's dangerous. But the impression I got was that the cyclists know that and do not ride like that all the time. I got the impression that police will ticket them, and they will calmly accept the penalties of their actions. Which is why they don't want to get caught. In NY, most people don't know the laws. Including the police, and cyclists. Nobody enforces them. ZooBombing might be the perfect example of cycling in Portland. Yes, it’s dangerous.
